That is indeed an odd explanation. To me, strong winds would help, not hinder, the advance of a warm front, since the winds can penetrate through and strip away the shallow layer of cold air at the surface. Maybe pre-existing clouds were interfering with solar radiation reaching the surface and contributing to afternoon instability? (Those NWS guys are often in a hurry, write on the fly, and sometimes don't quite make sense.)
