Decisively Neutral in the Equatorial Pacific
Weather is a very changeable thing, but sometimes it moves swiftly and decisively. At the start of the year, the equatorial Pacific was firmly in a La Niña state, as measured by the Southern Oscillation Index (SOI). Then, by the beginning of June, the equatorial Pacific moved decisively to an El Niño state, and everyone adjusted their outlooks accordingly. Then, suddenly, the equatorial Pacific seems to have lost its nerve, and currently is firmly and decisively neutral. The Madden-Julian Oscillation (MJO) is firmly and decisively neutral too. It's as if the equatorial Pacific is shouting "Psych!" to the world. And no one knows what happens next.
