Midwest Springtime

It's springtime in the Midwest! Jerry comments:

I found this explanation rather odd:

the northward advance of the warm front was hindered by clouds and strong winds from earlier rain

That is indeed an odd explanation. To me, strong winds would help, not hinder, the advance of a warm front, since the winds can penetrate through and strip away the shallow layer of cold air at the surface. Maybe pre-existing clouds were interfering with solar radiation reaching the surface and contributing to afternoon instability? (Those NWS guys are often in a hurry, write on the fly, and sometimes don't quite make sense.)
